Default Nest check question

Trio House, converted from 12 to 6 compartments.
Four of six compartments have fully constructed nests.
A fifth has a partially built nest while the sixth has one "roomer" only.

One nest, and the last to be fully completed has 7 eggs.
First egg on 4/20.

A second nest, the next to last to be fully completed has 4 eggs.
First egg on 4/25.

I did my first next check on 4/13, two compartments had fully completed nests...no eggs then....STILL, as of today, zero eggs.

I'm concerned/confused as to why no eggs in these two nests. Both pairs are very active active in and out, preening on their porches, etc. Thoughts as to why no eggs yet?
